On January 19, 2004, the old House of Delegates Chamber in the Capitol Building in Richmond filled with people who came to honor the memory of Robert Edward Lee on the 197th anniversary of his birth. Lt. Gen. Samuel V. Wilson spoke to those assembled about Robert E. Lee, referring to him as one of five most respected and beloved Americans. Several dozen floral tributes surrounded the life-sized statue of General Lee.

Veterans of Foreign Wars, Society of the War of 1812, Christian Fellowships, Sons of the American Revolution, World War II Memorial, National Park Service, Daughters of American Colonists, and numerous other groups were represented on General Lee's 197th birthday.
